Engagement of cook-cum-helpers
A separate provision for payment of honorarium to cook-cum-helper @ Rs. 1000/- per month has been made. One cook-cum-helper may be engaged in a school having upto 25 students, tow cooks-cum-helpers for schools having 26 to 100 students and one additional cook-cum-helper for every addition of upto 100 students.
The expenditure towards the honorarium of cook-cum-helper is shared between the Centre and the NER States and 3 Himalayan States (Himachal Pradesh, Jammu & Kashmir and Uttarakhand) on 90:10 basis, 100% for UTs and with other States on 60:40 basis vide order dt. 8-012-2015 ( Revision of Funding Pattern between Centre and States/UTs from 01.04.2015 for Mid Day Meal Scheme - Regarding).
5. Management, Monitoring and Evaluation (MME).
Provide assistance to States/ UTs for Management, Monitoring & Evaluation (MME) at the rate of 1.8% of total assistance on (a) free food grains, (b) transport cost (c) cooking cost and (d) Honorarium to cook-cum-helpers. Another 0.2% of the above amount will be utilized at the Central Government for management, monitoring and evaluation. The detailed guidelines issued by the Ministry vide letter No. F.1-15/2009-Desk(MDM) dated 21st June, 2010.
6. Provision of mid day meal during summer vacation in drought affected areas.
7. Provision of essential infrastructures:-
a) Kitchen-cum-stores :-
The cost of construction of Kitchen-cum-store is determined on the basis of State Schedule of Rates and the plinth area norm laid down by the Department of School Education and Literacy, Ministry of Human Resource Development, Government of India depending on the number of children studying in schools. However, in case of unconventional item, which do not part of Schedule of Rates, the rates is approved by the State level Steering-cum-Monitoring Committee for MDM Scheme with the condition that such estimates should not exceed the cost of the similar design made through conventional item available in the Schedule of Rates. The cost of construction of Kitchen-cum-store is shared between the Centre and the NER States on 90:10 and with other States /UTs on 75:25 basis. The norm for construction of kitchen-cum-store is given below:- 20 sq. mts. plinth area for construction of Kitchen-cum-store in schools having upto 100 children. For every additional upto 100 children additional 4 sq.mt. plinth area will be added. Slab of 100 children may be modified by the States/UTs depending upon local conditions. For example, the hilly areas, where the number of children in schools is less, may have larger slabs. In one State/UT, there can be more than one slab. However, the modified prescription of plinth area will have to conform to the above ceiling.
b) Repari of Kitchen Devices
Under this is new component Central Assistance @10,000 provide to State/UTs as per the prevaling sharing patterns with Center and State/UTs w.e.f. from 14-03-2019. The Central assistance of Rs.10,000/- for the kitchen-cum-stores constructed ten years ago under Pradhan Mantri Poshan Shakti Nirman (PM POSHAN). The Central Government for provision of assistance of Rs 10000/- for repair of the kitchen-cum-stores constructed ten years ago under Mid Day Meal Scheme on sharing basis. This assistance for repair of kitchen-cum-stores is to be shared between the Centre and States as per the approved sharing pattern i.e. 90:10 for North Eastern States and three Himalayan States viz. Jammu & Kashmir, Himachal Pradesh and Uttarakhand; 60:40 for other States and Union Territories with Legislature viz. Delhi & Puducherry and 100% Central assistance to the Union Territories without Legislature.
c) Kitchen Devices:-
Previously, Ministry of Education provide assistance in a phased manner for provisioning and replacement of kitchen devices at an average cost of Rs. 5,000 per school. States/ UT Administration will have the flexibility to incur expenditure on the items listed below on the basis of the actual requirements of the school (provided that the overall average for the State/ UT Administration remains Rs 5000 per school): a. Cooking devices (Stove, Chulha, etc) b. Containers for storage of food grains and other ingredients c. Utensils for cooking and serving.
The States and Union Territories have been requesting this Department at various forums such as meetings of the Education Secretaries of the States & UTs, Review meetings etc. that the norm of assistance for kitchen devices at fixed unit cost of Rs. 5,000/- per school is not sufficient for provisioning/replacing the kitchen devices particularly in the schools with large enrolment. They had been requesting that central assistance for kitchen devices may be given based on the enrolment in the schools. The above request from the States and Uts has been carefully examined and it has been decided by the Central Government to revise the existing norms of assistance for kitchen devices by linking them to the enrolment in the schools as follows w.e.f.14-03-2019:
